    Ping @msarahan, should we do this? I feel like if we want to go down the
    route of managing this stuff oversevles (which this latest patch does
    then, if we did want to ensure the dirs were on the DLL search path we'd
    do it at a lower level via AddDllDirectory() rather than adding it to
    PATH (which should still work given the latest changes by Kai so we can
    re-call the function).
    
    Python 3.7 hasn't done this for a while and hopefully we have a good
    grasp on all the issues now.

    runtime_library_dir_option: Use 1st word of CC as compiler
    
    Previous, 'CC' got passed to os.path.basename, so any paths in it after
    the executable name would get returned as the executable and it would

    Ensure static linking to libssl and libcrypto
    
    Otherwise installers give out a load of ugly warnings until
    the point when OpenSSL and libgcc-ng have gotten installed.
    
    I tried installing in dependency order (and intend to keep
    that enabled) but it does not help. Python always gets
    installed first (at present). Even if it did not, we would
    still see warnings for OpenSSL and libgcc-ng.
    
    Interesingly, the fully-static Python 3.6 does not suffer
    from this so that could be an option if this does not work.

    Set the rpath during compilation so that the compiler extension modules are
    importable immediately.
